The monthly compliance machine that starts on day one

By the 14th of every month: File and pay your VAT return if you are VAT-registered (mandatory above ALL 10,000,000 turnover). Even zero-activity months require a nil return.

By the 20th of every month: File payroll declarations and pay social insurance (ISSH) and health insurance (FSDKSH) contributions. As a sole-founder Sh.p.k., you are paying ALL 14,900/month (~EUR 145) in mandatory contributions -- the 0% income tax rate does not exempt you from this.

Quarterly: Corporate income tax prepayments. The filing obligation exists even under the 0% rate. You file a return showing zero liability. Miss the filing and the penalty applies regardless of the amount owed.

Annually (by March 31): Annual CIT return, financial statements to QKB and DPT, beneficial ownership declaration. By March 31: the DIVA if income exceeds ALL 1,200,000 from all sources.

That is a minimum of 24 separate filing deadlines per year for a VAT-registered business, plus annual returns. Each missed filing carries a penalty of ALL 5,000 to ALL 10,000. The 2029 sunset. The 0% rate expires December 31, 2029 -- four years from now. No extension has been proposed. After that, Sh.p.k. entities pay 15% CIT on profit plus 8% on distributed dividends. A business earning EUR 80,000/year goes from ~EUR 6,000 in total costs to ~EUR 18,000+ (15% CIT on profit plus compliance). The 10-step registration process (and the 3 steps where people get stuck)

Steps 1-4 (entity creation): Draft Articles of Association and Founding Act using NACE Rev. 2 activity codes. Notarize at an Albanian notary (ALL 5,000-15,000). Submit to QKB via e-Albania or in person. Receive NIPT within 1-3 business days.

Step 5 -- where most founders get stuck: Open a business bank account. KYC review takes 1-3 weeks. This is the real bottleneck. Start bank conversations before QKB registration, not after.

Step 6 -- the step most founders skip: Confirm your tax profile at the regional DPT office. Verify NACE codes, tax regime (0% transitional or standard CIT), and reporting obligations. QKB notifies DPT automatically, but the automatic notification does not catch misconfigurations. An incorrect setup means being assessed at the wrong tax rate.

Step 7: Register for VAT if turnover exceeds ALL 10,000,000. Step 8 -- the deadline most founders miss: Set up fiskalizimi within 20 days. Digital certificate, invoicing software, live CIS connection. Penalties for invoicing without fiskalizimi: ALL 50,000-100,000. Step 9: Register employees via e-Albania before their first day (ALL 300,000 penalty per unregistered employee). Step 10: Sector-specific licenses if applicable.

Steps 5, 6, and 8 cause 90% of the delays. The registration itself (Steps 1-4) is genuinely fast. Everything after it requires planning, parallel execution, and an accountant who knows the DPT system.

What the foreign founder guides consistently get wrong

The Albania business formation content on nomad forums, relocation blogs, and even some legal services websites contains recurring errors that cost real money.

"Registration takes one day." QKB registration takes one to five days. A fully operational business -- with bank account, fiskalizimi, DPT confirmation, and eFiling access -- takes two to four weeks minimum. "Minimum capital is EUR 1." Legally correct. "No local partner required." True for company ownership. But non-resident founders who appoint a local administrator for day-to-day banking and government interactions must define that person's powers precisely in the Articles of Association. A local administrator has legal signing authority. Vague delegation creates a trust risk that we have seen go badly.

"The 0% rate makes Albania tax-free." The 0% rate eliminates income tax on up to ALL 14,000,000 through 2029. It does not eliminate social contributions (EUR 1,735/year), dividend withholding (8%), VAT obligations (above ALL 10M turnover), or the compliance infrastructure cost (EUR 4,000-8,000/year). "Tax-free" is a headline, not a complete picture.

"You can handle compliance yourself." The eFiling portal exists in English. The fiskalizimi system documentation is in Albanian. The DPT correspondence is in Albanian. The social insurance system is in Albanian. Every monthly filing involves Albanian-language government systems designed for Albanian businesses.
