Under Law 29/2023 (in force since 1 January 2024) you are an Albanian tax resident if you spend 183 days or more in Albania in a calendar year (continuous or not), or if your centre of vital interests (family, main home, main economic activity) is in Albania. Residents are taxed on worldwide income, so planning before you move matters.
Yes, within a limit. Self-employed individuals and small businesses with annual turnover up to 14,000,000 ALL pay 0% income tax through 31 December 2029. Once you cross that threshold you lose the 0% band and profit is taxed at standard rates — 15% up to 14M of profit and 23% above. This applies to liberal professions too: the earlier carve-out excluding them was struck down by the Constitutional Court in June 2024.
The "Leje Unike" is a single permit combining the right to reside and to work, applied for online via e-Albania. The law sets a maximum processing time of 12 weeks. For remote workers it is typically issued for one year and renewable, with a route to permanent residence after five years. No. A residence permit for economic activity does not require an SHPK — registering as self-employed (person fizik) also qualifies, and it is what usually unlocks the 0% regime. Albania has no double-tax treaty with the United States, so a US person taxed in Albania relies on a unilateral foreign tax credit rather than a treaty. Albania does have a treaty with the United Kingdom, in force since 2013. We factor your home country into the plan.
