What is a registered agent in Albania?

A registered agent in Albania is a resident person or firm that provides your company's official registered office (selia ligjore) at the National Business Center (QKB) and receives government and legal correspondence on the company's behalf. Albania has no single statutory "registered agent" title as in the US; in practice the role is filled by a licensed accountant or law firm that holds the registered address, files with the tax authority, and — for VAT — can act as your fiscal representative. Can a foreigner form an Albanian company (SHPK) remotely?

Yes. A foreigner can form an Albanian limited company (SHPK) entirely remotely, without travelling to Albania, by granting a power of attorney to a local representative. The representative registers the company at QKB, obtains the NIPT (tax ID) and VAT registration, and sets the registered office address. Minimum share capital is 100 lekë (about €1), and 100% foreign ownership is allowed with no resident-director requirement. Once your signed and notarised power of attorney and KYC reach us, QKB registration takes about 5–7 business days; allow roughly two weeks end-to-end, including the notary/apostille step, which varies by country. Do you need a fiscal representative for VAT in Albania?

A non-established business that owes Albanian VAT must appoint a resident tax representative (përfaqësues tatimor) who is jointly responsible for that VAT, under VAT Law 92/2014 and Tax Procedures Law 9920/2008. The representative can be a legal person, not only an individual. Many foreign-owned Albanian companies do not need a separate fiscal representative because their own SHPK handles VAT, or because B2B supplies fall under reverse charge.
